The third Capacity and Network Project Program took place from the 14th October to the 25th October, 2013 in Phnom Penh, Cambodia.

About forty participants from three countries in the region (Cambodia, Laos, and Thailand) attended a two week workshop.
They mostly were those who prepare secondary mathematics teachers, but included a few mathematicians, teachers, and government curriculum personnel. There were 11 members of the regional and international mathematics education community present. The two-week event consisted mainly of workshops for the participants, but ICMI intents to organise public events and media opportunities.
The first meeting of the IPC took place in Seoul, Korea in July 2012.
The second meeting of members of the IPC as well as the Local Organising Committee took place in Thailand and Cambodia in March 2013.
