Context of Mathematics Education in Uruguay

The Programa de Desarrollo de Ciencias Básicas (PEDECIBA)  depending of the Universidad de la República (Udelar) is the IMU adhering organization for Uruguay. The country representative for ICMI is elected by the Scientific Committee of Mathematics in PEDECIBA from its members.

Associations for mathematics Education

The Sociedad de Educación Matemática del Uruguay (SEMUR) founded in 1996, is a mathematical society that focuses on mathematics education, organizing conferences and publishing research, supporting curriculum discussion, teacher training, conferences and research around Mathematical Education.

Moreover, PEDECIBA plays a central role in postgraduation in Mathematics in Uruguay. Its Master’s program attracts some secondary school teachers who wish to continue their training, providing advanced mathematical knowledge and research experience that supports both their teaching and professional development.

Journals for Mathematics Education Research

Clepsidra - Journal of Research and Teaching Experiences in Mathematics Education is a recent peer-reviewed digital journal, edited by the Uruguayan Society of Mathematics Education (SEMUR). Its goal is to disseminate original works related to mathematics education without restriction to specific topics. It publishes research, teaching experiences, essays, and outreach papers in Spanish, Portuguese, and English.

Estrechando lazos entre formación e investigación en Matemática Educativa This journal brings together works produced by professors and students of the Mathematics specialization at the IPA, focusing on the relationship between practice and ongoing research. The articles go through a review by an editorial board, before being published.

Reloj de agua is a peer-reviewed biannual publication of the Department of Mathematics of the Consejo de Formacion Docente (CFE), aimed at disseminating the works of the Department’s faculty. It publishes studies, research, experiences, and outreach papers related to Mathematics Education. 

Mathematics Teacher Education

Teacher’s education has a specific structure within Administración Nacional de Educación Pública (ANEP). 

Primary school teachers (maestros) are trained mainly in teacher institutes, while secondary school mathematics teachers (profesores de matemática) are trained at several Institutos de formación docente located in different parts of the country. They provide the standard route into the profession and depend on ANEP through the CFE. 

The CFE is the public tertiary-level institution under ANEP. It is responsible for the training of primary school teachers, secondary school teachers, and social educators in the country. It offers degree programs, postgraduate studies, and continuing education, and establishes curricular frameworks and institutional policies to improve both initial and ongoing teacher education.

There are other recently created Mathematics Teaching degrees offered at private universities. In addition, mathematics teachers have access to two postgraduate programs: the Mathematics Diploma of ANEP/Udelar (which allows for further specialization both in didactics and in mathematics, and which has going on successfully since 2014, but now faces a lack of allocated resources and an uncertain future) and the Mathematics Master’s Degree of PEDECIBA, a research-oriented program that complements teachers’ disciplinary knowledge.

National Syllabus and Standards

Uruguay is a small country with a population of about 3.5 million people. It has a strong tradition of public education, free and secular at all levels since the late 19th century. Education is compulsory from ages 4 to 17.
The system is mainly organized under the ANEP, which oversees preschool, primary, secondary, and technical-professional education. Higher education is dominated by the Udelar, a large public university that concentrates most of the country’s research and advanced training. In recent decades, several private universities have also been established, as well as the public Universidad Tecnológica (UTEC).

Mathematics education is present across the system: in primary and secondary school curricula, in technical-professional education, and in teacher education programs. At the tertiary level, Udelar offers a disciplinary degree in mathematics.
